At this stage, it is important to determine the appropriate institutional framework for the budget revenues formation in the financial and economic regulation system, to improve the budget revenue formation mechanism, taking into account the need to ensure an adequate level of social standards and economic growth of the country. The purpose is to uncover theoretical and improve the methodological foundations for the budget revenues formation in the financial and economic regulation system. In the research work, the architectonics essence of the budget revenues formation is disclosed, the provision on the need to enhance the relationship between the institutional components of the budget revenue generation system is developed. The financial mechanism of mutual influence of the macroeconomic environment and budget revenues is justified. Features of the budget revenues formation in Ukraine in the financial and economic regulation system are disclosed. The formation state of budget tax and non-tax revenues as a fiscal regulation composite system is defined. The methodological foundations of budget revenues long-term planning and forecasting for the medium and long term have been improved as an effective instrument of financial and economic regulation.
