Under conditions of limited financial resources, there is a need to improve the budgetary regulation mechanism, taking into account the cyclical dynamics of the economy and some changes in the quality level of the public institutions' development principles (in terms of strengthening their influence to ensure an appropriate economic efficiency). The solution for the budget policy's tasks depends on the choice and implementation of the budgetary regulation methods. That fact determines the priorities identification appropriateness in the medium- and the long-term perspective (allowing to increase the level of the economy's controllability). In present conditions, the opportunities for the short-term fiscal incentives application are limited. So, the public demand for the structural changes in the budget regulation system is enhanced. The issues concerning the budget expenditures arrangement, the sustainable increase in the public spending efficiency level as well as the quality improvement of the social services provision have gained a strong importance. In this scientific work the economic essence of the budget policy as a component of the state socio-economic development is disclosed. The basic principles of fiscal policy formation as an element of the state economic development stimulation system are determined. Some essential formation and implementation approaches to the budgetary regulation in advanced and transformational economies (under conditions of an economic recession and post-crisis recovery) are generalized and systematized. The statements on the intergovernmental fiscal relations system functioning in terms of determining the local budgets' financial security are developed. The approaches to the fiscal policy institutional peculiarities determination under conditions of the state financial system's formation and further improvement are developed as well. Regarding the level of economic development and the balance of the budget system indicators, the methodological principles of budget deficit management in the medium-term perspective were grounded. Taking into account the economic cycles, the budget revenues and expenditures formation approaches were improved.
