The purpose of the work is to substantiate theoretical and methodological principles and practical suggestions on the formation of an anti-crisis management system for the economic development of cities from the point of view of hierarchical understanding to the management of the national economy; scientific definition of theoretical and methodological provisions and the development of practical recommendations aimed at improving the accounting and control system in organizations serving the housing stock. Methods of research - methodological bases of work are the fundamental provisions of theories of urban economic development, urban management, economic expansion, location, crisis management; A complex of general scientific and special research methods: comparisons, abstractions, analyzes and synthesis, which ensured the systematic approach to solving certain problems of accounting and control in housing maintenance organizations. The method of generalization and the historical method is used to assess the dynamics and the current state of development of the sphere of housing. Methods of grouping, comparing and scientific generalization were used to analyze scientific developments on the problems of accounting for expenses and income of condominiums and to develop recommendations for improving the system of documentary support for their activities. To identify the interdependence between information provision and performance, an economic-mathematical, statistical method, as well as a package of applied computer programs is used. The generalized scientific result of the work is to develop a methodology for crisis management of urban development from the standpoint of the paradigm of its hierarchy; theoretical and methodological provisions and practical recommendations for improving accounting and control in housing maintenance organizations. The practical value of the work lies in the fact that the theoretical positions and methodological positions developed in it for crisis management of city economic development can be applied in the administrative activity of city self-management bodies of cities; improvement of the system of accounting and information provision and control of activity of associations of co-owners of multi-apartment buildings will allow to take effective managerial decisions of the organizational and financial plan, will ensure the effectiveness of their work.
