The purpose of the work is to improve the existing mechanism of funds allocation, to develop a methodology for funds allocation and to find the optimal correlation between the road works types and funding levels based on the maximum value of the integral indicator of socio-economic effect and to develop the guidelines. The research methods are as follows: theoretical generalization and comparison, analysis of the up-to-date domestic system of the road sector financing, generalization of foreign practical experience on the issues of accumulation and allocation of funds for the needs of road economy, systematic approach to determining the efficiency of funds allocation.
