The object of research is the process of formation and development of industrial clusters in the economic system. Subject of research - mechanisms of creation and development of cluster structures in the national economy of Ukraine. The purpose of the study is to determine the necessary conditions for the emergence and development of industrial clusters and state measures to stimulate their development in the domestic economy based on the generalization of world experience. In the first section, the study of foreign experience in the creation and development of cluster structures in the industry of the leading countries of the world. A comparative analysis of the successes and failures in the creation of cluster structures in national economies was carried out. The conceptual apparatus in the sphere of cluster structures is generalized on the basis of best world experience and domestic legislation. The second chapter analyzes perspective chains of value added in the industry of Ukraine and identifies existing cluster groups in them. The methodological approaches to the estimation of influence from the creation of cluster structures in the domestic industry on the development of the main macroeconomic indicators are determined. A modeling of the potential effect for the Ukrainian economy on the creation of industrial cluster structures was carried out. The third section identifies the tools to support the creation and development of cluster structures in the Ukrainian industry. The organizational and normative provision of creation of new cluster structures in the Ukrainian economy is substantiated.
