The concepts of innovation and entrepreneurial (eco) systems are considered. The examples show that the role of universities in innovations using and the formation of entrepreneurship in these systems is significantly dependent on the performance of their research and development, the availability and quality of modern methods and forms of students and postgraduates training for innovative entrepreneurship, stimulating and ensuring the development of spin-offs of firms (startups) at universities. It is substantiated that the ability of the university to carry out a significant societal impact and to ensure its own successful activity in the modern conditions depends not only on the quality of the educational process and the effectiveness of research and development, but also on effective cooperation with industry and entrepreneurship in regional innovation and entrepreneurship (eco ) systems. A number of new directions, principles and bases of policy on the initiation, stimulation and provision of scientific and technological entrepreneurship by methods and means of teaching, research and making of societal impact by state (poly) technical and technological universities of the country are determined. A new concept of transformation of state technical and technological universities of the country on the basis of the development of scientific and technological entrepreneurship has been created.
