Subject of research - a set of theoretical and practical aspects of the formation of an effective state financial policy as an instrument of influence on the socio-economic development of the state in the conditions of economic transformation. Research methods. In carrying out developments on a research topic, a set of general and special methods and approaches that allowed the conceptual unity of research to be realized. The use of methods of scientific induction and deduction provided the complexity and systematic study of the essence, features and trends of the development of financial policy of Ukraine. Methods of analysis and synthesis ensured the development of approaches to balancing public finances, increasing the effectiveness of financial policy. Application of methods of comparative analysis, grouping, mathematical and statistical methods allowed to determine the state, problems and prospects of the development of the national financial system. The conceptual approaches to institutional modernization of the financial system in the conditions of economic transformations have been developed, its impact on the socio-economic situation of the state is substantiated, priority directions of the state financial regulation are determined. A set of approaches, measures, tools and mechanisms is proposed, as well as an algorithm for their application in the context of improving financial policy, optimizing the financial provision of education and science development, pensions and other problems to stabilize the socio-economic development of the state. The results of the research work have been introduced into the educational process in the teaching of professional disciplines in specialty 072 "Finance, Banking and Insurance". Some proposals and recommendations developed in the GDR are used in the practice of the various levels of government and individual subjects of the financial market of Ukraine. Predictable assumptions about the development of the research object - stabilization of development and increase of the effectiveness of the country's financial policy, formation of a more effective financial and credit mechanism for the innovative development of the social state.
