The object of the research is the financial policy of the state in terms of the use of financial levers and tools for regulating the competitive priority sectors of the national economy - fuel and energy and agro-industrial complexes. Subject of the research is a set of theoretical and methodological provisions and practical approaches to financial regulation of competitive priority sectors of the economy - fuel and energy and agro-industrial complexes. The aim of the development lies in generalization of theoretical and methodological principles and working out of the scientifically-based recommendations on the formation of a policy of financial incentives for the development of the competitive fuel and energy and agro-industrial complexes, as well as the application of optimal financial tools for ensuring the economic stability of these sectors of the economy. The research was carried out using generally accepted methods of economic research: economic and statistical, abstract and logical, systemic and comparative analysis, monographic, graphic, normative, mathematical modeling, expert evaluations, study of the existing legislative base, analysis of the professional literature and existing international experience. The result of the study is theoretical generalizations and practical recommendations for the formation of the state financial policy of stimulating of the growth of competitive fuel and energy and agro-industrial complexes as the basis of the national economy. In particular, conceptual approaches to the implementation of financial regulation of the development of the fuel and energy and agro-industrial sectors of the national economy under the conditions of existing structural transformations and global integration processes in the world economy are worked out; the theoretical substantiation of the levers and mechanisms of state financial support for the development of priority sectors of the economy is carried out in order to ensure their competitiveness; conceptual bases of formation of the system of food security of the state were worked out; theoretical and methodological principles of providing state financial support for the development of priority sectors of the national economy are generalized; methodical approaches to the assessment of the level of energy security are generalized and on this basis an assessment of the current level of energy security is formed; recommendations on coordination of investment activity while ensuring the energy security of the state are developed; social and economic aspects of food security assessment are outlined; the conceptual principles of forming the system of food security of the state are substantiated. According to the results of the research, materials on the basis of the formation of the state policy of financial regulation of competitive fuel and energy and agro-industrial complexes, which were partially used in the drafting of program documents on the development of relevant sectors of the national economy, were prepared. In particular, the scientific materials, obtained due to the results of SRW, are used in the drafting of the Strategic directions of development of agriculture of Ukraine for the period up to 2020, the Strategic directions of sustainable development of rural areas for the period up to 2020, and the Strategic plan for the development of the State Enterprise National Joint Stock Company "EnergoAtom". The obtained research results can be used in the legislative and practical activities of a wide range of state bodies and institutions, functions of which lie in the formation of a policy of financial regulation of the competitiveness of fuel and energy and agro-industrial complexes of the Ukrainian economy.
