A plan for managing the Rare Habitats Cadastre, the method of their initial registration, including the assessment of habitats as indicators of an environment state, as well as the structure of the Primary Habitat Form have been proposed. The estimation of the representativeness of rare habitats in model biosphere reserves has been carried out.
