Research object - mechanisms of ensuring the transparency of public finances. The research subject forming the transparency rules of public corporations finance. Research purpose is to develop proposals to increase the level of accountability and transparency of Ukrainian public corporations finance in order to ensure public trust taking into account the experience of EU countries. Research methods: analysis and synthesis; comparative analysis; historical method; statistical groupings; functional analysis; functional observations; economic and mathematical methods; logical and structural methods. Results and scientific novelty: - the link between transparency of public finances, transparency of state-owned enterprises and the level of fiscal transparency is disclosed and characterized; - the preconditions for ensuring the transparency of state owned enterprises finance are summarized; - forms of public involvement in monitoring of the activities of public enterprises are defined; - ways to increase the level of public corporations' finance transparency at the macro and micro levels are justified; - general theoretical approaches and practical measures on compliance by public enterprises activities with the principles of corporate social responsibility in the EU countries and Ukraine are designed; - the peculiarities of preparation reports and ways of financial and non-financial reporting disclosure by state-owned enterprises in the EU and Ukraine are defined; - recommendations on the content and procedures of disclosure of non-financial reporting by state corporations of Ukraine are developed; - approaches to the management of processes for assessing fiscal risks associated with the activities of state enterprises, as well as to compiling and disclosing the report on fiscal risks are designed; - the proposals on mandatory reporting of payments by enterprises of mining and logging industries of Ukraine introduced by the state are substantiated; - an approach to assessing the stabilization effect from the implementation of public monitoring of public enterprises finance is developed.
