The object of research: activities of the banks with state capital in key segments of business. The subject of the research is the regulation of state-owned banks for maximizing effect to economic growth under conditions of instable business environment. Methods: collection of scientific and special methods of scientific knowledge, including logic-dialectical methods of analysis, synthesis and comparative analysis, system analysis method. The research results and their novelty: 1) proposals and recommendations for improving the mechanisms of state regulation of systemically important state banks, including application of special economic norms and other regulatory requirements for systemically important state banks; 2) justification of the ways of attracting strategic investors to the capital of nationalized banks; 3) proposals for the introduction systematic approach to strategic risk management in state-owned banks. Practical value: the more efficient management of state banks will insure the better return on public investment in banking sector, improvement of the corporate governance and risk management system, increase of the state budget revenue and the reduction of state expenditures to ensure the capitalization of banks. Application field: The results of research will be used in the preparation of regulations and policy documents of the Ministry of Finance of Ukraine; in the practical work of the Ministry of Finance Financial Policy Department of Ukraine and the development of innovative mechanisms for crisis management in the field of public finance; researchers for developing methodology of monitoring financial stability of the Ukrainian banks.
