Research objective ? development of scientific and methodological principles for the introduction in Ukraine of quantitative and qualitative indicators of measurement and evaluation of research and development (R & D) on the basis of best international experience. Methods - general scientific and special methods of cognition methods of economic and statistical observation, grouping, comparison, etc. Research results and their novelty - Review of recommendations for measuring the costs of financial and human resources for R&D in terms of by R&D performers and sources of funding in accordance with the requirements of international standards. It is established that the key indicator of measuring R&D is the identification of the costs of conducting intramural and extramural R&D. Substantiated the institutional distribution of R&D by the following implementing sectors: business enterprise sector, government sector and private non-profit sector, higher education sector. For each of the sectors, the recommendations for priority sections of the information on performed or funded R&D are substantiated. It has been scientifically proven that during its institutionalization as a whole, three stages are under development: selection, adaptation and integration, and in the higher education sector there are four phases: conception, identification, ratification, routinization. All these phases are realized within the logical chain of active activity: "need - interest - motive - action - result". Degree of implementation - Scientific report. Recommendations on the use of the scientific results - the results of the scientific reportcan be used in planning and monitoring of the state policy support for R&D. Significance of work and conclusions - domestic science will receive objective criteria for monitoring scientific activity in accordance with international standards, increase its level of integration in the global scientific space.
