Based on this model, an expert estimation technology using scales with different degree of detail is proposed, allowing us to prevent distortion of information obtained from an expert. Thanks to gradual increase of the degree of detail, final estimation is performed in the scale that reflects the expert's competence in the issue under consideration most adequately. Beside that, an original method is suggested for bringing expert estimates provided in scales with different degrees of detail, to a unified, most informative, scale. Based on the proposed arsenal of expert data based methods, a technology for strategic plan building under resource limitations is suggested.
