The wave tectonics of lithosphere upper part is triggered by high frequency planetary and astronomical factors which can be calculated. Connection between geodynamics and astronomical factors, which is the base of constructed model, allows to make a long term forecasting of coastal industrial agglomeration for next decennary. Requirements for planning and organization of geo-ecological monitoring complex in Odessa-type cities are proposed. The monitoring system should include engineering geological, geophysical, geodesic, hydrogeological, geochemical and other blocks.
