It was determined that the main element of this policy should be a strategic goal-setting system. The development of a strategic forecasting program should include short-, medium- and long-run stages. Based on the definition and systematic synthesis inversiynosti determined that the matrix inversion underlying production, and hence social and economic systems, fulfilling both systemotvornu, functional and transformative role.It is concluded that the synthesis of inversion (which affects the structure, functioning and development, internal integrity of economic formations) and systemacity, as well as specification of the concepts of "system" and "development". It is substantiated that the development of commodity relations in the modern economy is characterized by the transmuted forms.The role of these new forms is twofold: on the one hand, it means the ability to solve specific internal contradictions of the economic system of the late capitalist era, and on the other hand, the ability to create impulses for movement and functioning of the economic system beyond the process of transformation. Based on the analysis of the transformation of financial capital in modern conditions it has been shown that this category includes two components: 1)the fact of concentration and monopolization of the main spheres of economic activity; 2) combination of control over real capital and the movement of money capital under the influence of a small group of people. It is determined that under the influence of globalization trends, the role of fictitious capital in determining the directions and trends of economic development is observed now and will be observed further.
