The purpose of the research is to develop the latest concept of forming the fiscal space of Ukraine in the face of globalization imbalances. Methods of research - historical and logical; scientific generalization; method of system approach; induction, deduction, comparison, systematization; analysis and synthesis; dialectical method; institutional method; method of unity of theory and practice; structural-dynamic analysis; analogies; method of cluster analysis, correlation-regression analysis; economic and statistical methods. The results and their novelty - the institutional basis of the fiscal space of the state is systematized. The interrelation between formal and informal fiscal institutions in the construction of the fiscal space of the state and the problematic aspects of their functioning in Ukraine are researched. The pragmatism of accumulation of budgetary resources in Ukraine, the effects of using tax instruments in ensuring economic, social, ecological development of the state, as well as an assessment of budgetary regulation in the conditions of a permanent deficit of budgetary resources has been characterized. The externality of the tax burden in Ukraine was investigated and directions of its optimization were outlined. The widgets for widening the tax base, including using fiscal decentralization at the local level, are determined. The obtained results of the project give an opportunity to continue the research in the identified areas, which at the final stage is realized in creating the latest concept of forming the fiscal space of Ukraine in the context of globalization processes, challenges and upheavals.
