The purpose of the study is the development of a modern concept of reforming the heat energy market in the housing and communal services of Ukraine in the context of improving energy security, social standards and the quality of life of the population of Ukraine. Methods of research. To achieve the goals and objectives of the applied project, various scientific methods and approaches are used. Problems are explored using common methods of scientific cognition, in particular dialectical and formal-logical methods - analysis and synthesis of abstraction, generalization, induction and deduction, analogy, modeling; scientific analysis of practical aspects is carried out with the help of specific scientific methods, such as: measurement, comparison, experiment, formalization, axiomatic, ascension from abstract to concrete, and special scientific research methods: mathematical, economic, mathematical, statistical, expert, etc. Results and their novelty. In the process of implementing the first stage of the research, the essence of categories is revealed and deepened, the classification and interconnection of natural monopoly markets is given. The evolution of markets for natural monopolies in the conditions of formation of the society of sail development is investigated, the dominants of interaction of market mechanisms and regulatory policy in the market of natural monopolies are determined in the context of the optimal choice between regulation and competition. The institutional and economic environment of functioning of the market of thermal energy is investigated. The approaches to cost management and methods of distribution of expenses for licensed types of activity of municipal heat and power engineering enterprises of Ukraine are justified. The methodology of forming the tariff policy in the heat energy market of the housing and communal economy of Ukraine is justified. The results obtained at the first stage of the research make it possible to continue research on certain areas, which at the final stage will allow developing a concept for reforming the heat energy market in the housing and communal services of Ukraine in the context of raising social standards and the quality of life of the population.
