Subject of research - theoretical and organizational-methodical principles of the formation of a management system for the costs of enterprises of port activity. The purpose of the work is to develop the scientific principles of managing the expenses of enterprises of port activity and the peculiarities of their application in the process of pricing. Methods of research - analysis and synthesis, system approach, method of expert assessments, economic, statistical and financial analysis of enterprises. In this paper, the main provisions and principles of the analogy method (for studying the theory of cost management of enterprises of port activity), methods of spatial and dynamic comparison (for analysis of methods of cost management), analysis and synthesis (for determining the current state and problems of management of enterprises of port activity), grouping (for the systematization of types of expenses and their management methods), scientific abstraction (for the disclosure of a number of concepts), comparisons and expert assessments (for conducting an operational analysis of costs and determination of the efficiency of management of expenses of enterprises of the port industry on the basis of a process-oriented approach), economic-mathematical modeling (to assess the feasibility of implementing the outsourcing of non-core business processes of the stevedoring company). In the SRW, the costs of enterprises of port activity on the example of stevedoring companies as an object of management are considered, the classification of expenses of enterprises of the port activity is developed, which defines the centers of responsibility not only at places of occurrence of expenses, and also their origin in activity. The methodical bases of operational analysis of expenses as a tool for management of expenses of enterprises of the port industry, which is based on nonlinear dependencies of expenses, income, profit from cargo turnover, allows to find the optimal ratio of "results - costs". Methodical principles of estimation of efficiency of management of expenses of enterprises of a port industry on the basis of a process-oriented approach are developed. The proposed methodological basis for the economic evaluation of the feasibility of introducing stevedoring companies outsourcing non-core business processes that focus on cost optimization and the timing of the business process on the criterion of maximum profit intensity, and take into account the specifics of the port activity and the risk associated with outsourcing. The proposed tool of economic-mathematical modeling in the process-oriented approach is recommended to optimize the cost of port products and services in the pricing process.
