The purpose of the research work is to develop the theoretical positions and methodical foundations for the creation of mechanisms for improving the quality and competitiveness of human potential on the basis of a comprehensive implementation of an effective socio-economic policy to stimulate the process of Ukraine's integration into the EU. In carrying out research work, traditional and special methods of research were used, among them: historical-logical, regression-correlation and stochastic analyzes, system analysis, methods of economic-mathematical modeling. As a result of research work, an estimation of key factors and directions of development of human potential in the context of ensuring the socio-economic effects of Ukraine's integration into the EU is conducted; methodical and practical recommendations for improving the quality and competitiveness of human potential are developed on the basis of comprehensive improvement of legislative and institutional support of socio-economic policy in the direction of the European integration process activation. The value of the research lies in the long-term implementation of its results in legislation and in the development of mechanisms for implementing the proposed instruments and measures of socio-economic policy by the executive authorities: in the development the regulatory acts; by ministries and departments in the development of regulatory documents and other by-laws; by regional and local executive authorities in the developing plans for the next years, in the implementation of managerial and coordinating decisions; at the enterprises in the formation of personnel management activities; in the work of trade unions and public organizations.
