Study Aim: the providing recommendations on the main directions of the state policy for building of a social state on the basis of social responsibility, based on the content of the Sustainable Development Goals that are relevant to Ukraine and the need to achieve a balance between social justice and economic efficiency. Theoretical and Practical Results: the complex approach to the system analysis of a social responsibility as an important attribute of a certain economic entity is proposed; the methodology for the research of the institutional background for social responsibility is developed; the compliance with state guarantees in Ukraine and the fulfillment of social commitments of the state are analyzed; the key policy principles focused on achieving the balance of social responsibility in society and the implementation of the Sustainable Development Goals in Ukraine are allocated. Innovation: the concept of research on social responsibility as a socioeconomic phenomenon is developed; the historical genesis of the economic content of social responsibility is substantiated; the regularities of the formation of the phenomenon of social responsibility are formulated and structured; the principles of policy-making for the achievement of the balance of the division of social responsibility in Ukrainian society are structured; the concept of social responsibility of local authorities is formulated; the model for the development of social communication on the basis of «smart community» is proposed.
