The methodological basis and methodological approaches to the evaluation of risk events in the context of transformation of socio-economic-ecological systems are based on the following methodological principles: preventive and flexible response to dangerous situations and threats to socio-economic-ecological systems; risk alternatives, high uncertainty of risk events, prevention of simultaneous action of a critical combination of risk factors and counteracting the occurrence of risk events; methodological approaches to identifying the prerequisites, the possibilities of factors of influence on the level of risk and the steps of transition to environmentally oriented sectoral and regional development based on the definition of such criteria of contemporary risks as the objectivity of the nature of risk and the subjectivity of its assessment; uneven redistribution of risks between participants in the processes of ecologization at the sectoral and regional levels; variability of risk in space and time due to changes in the environment; impossibility of unambiguous determination of the consequences of risk for socio-economic-ecological systems; interrelation and synergistic effect of manifestation of different types of risk; methodical approaches to qualitative and quantitative risk assessment, based on the definition of: possible types of risk; Factors affecting the level of risk in the performance of a particular activity; comprehensive assessment of losses caused by possible risks and measures to counteract sectoral risks. The methodological approach to identification of new significant risk factors determining the manifestations of risk has been further developed, which is based on the analysis of cause-effect relationships between the processes of eco-oriented goal-oriented activity and the results achieved from it; scientific approach to the introduction of mandatory determination of the degree of variability of risk factors, which allows identifying risk events by the ability to cause (or not cause) any real or potential harm; early determine the fact of the aggravation of the risk situation and its ability to resist, and also simplify the procedures for analysis, risk assessment and decision-making on their elimination; the definition of the profile of the construction of a strategy for the environmentally safe sectoral development of the Primorsky-type regions (the Ukrainian Black Sea Region), which is based on the principles: a risk-oriented approach to the process of ecologization, maintenance of national security of the country, orientation on preventing possible threats and developing preventive protective measures, enhancing the country's participation in the processes and the initiatives of the world community on eco-oriented development.
