It has been established that the nature of chemisorbed oxygen-containing particles has a significant effect on the electrocatalytic activity of the electrodes. It is shown that the processes of oxygen evolution take place with the participation of labile oxygen-containing particles, while inert particles take part in the ozone evolution. The scientific foundations of the theory of electrocrystallization and the recrystallization of lead dioxide have been created, which considers the influence of the surface charge of the electrode and electroactive particles on the regularities of phase formation of electrocatalysts with the desired composition, structure, and physicochemical properties. A method for synthesizing materials based on lead dioxide of a given phase composition and texture was developed. It established that the properties of oxide electrodes are controlled by changing the conditions of electrodeposition, as well as the nature and concentration of ionic additives in the electrolyte. The effect of treating PbO2, the composition of the solution and the temperature on the oxygen evolution reaction is related to the change in the amount and nature of the oxygen-containing intermediate reaction products. At the same time, geometric factors have a secondary meaning.
