At the first stage of the this work (2017) for the first time an architecture and GIS-integrated model of an information retrieval web-system of open numerical data are proposed. This model provides data simultaneously linked in time, in space and on keywords based on ontological models and semantic networks based on geography and descriptions of content organized by the principle of mesh networks that allows quickly design such a model and provide its effective and relevant search for open numeric data. The theoretical approaches to the development of information models and architecture of GIS-integrated systems of databases and models (GIS DBM) of processes in complex systems with the use of advanced mathematical models of processes in them are improved, which for the first time allow to determine the minimum amount of input attributive and spatial data of these GIS BDM required for the functioning of these mathematical models and to select mathematical models, the most fully are provided with data. The theoretical apparatus for optimizing the monitoring network for collecting the data necessary for identification of these models has been improved. Created or improved previously developed by the authors of real geographic information systems implemented in the national economy of Ukraine, the Republic of Moldova and Poland to solve applied problems.
