The goal of the work as a whole: the development of a strategy and mechanism for the development of business incubators in the Zaporozhye region under conditions of close cooperation with other regions of Ukraine and foreign partners for the development of the innovative potential of the economy, both at the regional and national levels, that will support the ongoing social, environmental and economic development, attracting scientific potential for the production of innovative products, improving the social living conditions of the population, increasing the national financial and economic security in general. The purpose of the first stage of the PDR is to improve the regulatory and organizational framework for the functioning of business incubators and to develop methodological approaches to assessing and monitoring their activities, taking into account the clarification of the conceptual-categorical apparatus. The definition of concepts of "business incubator" and "innovative activity" is specified. The methodology for assessing and monitoring business incubators has been improved, which takes into account the experience of the EU countries and allows us to further evaluate the effectiveness of business incubators at the macro, meso and micro levels. The expediency of using the method of questioning in assessing the effectiveness of the activities of academic business incubators is proved. The model of the influence of business incubators on the economic development and economic security of the state is improved, which is a theoretized logic scheme and characterizes the phases of incubation, post-incubation and development of the national economy. In general, the proposed theoretical and methodological approaches will allow to increase the efficiency of the functioning of business incubators in Ukraine and will be the basis for the development of a network of academic business incubators.
