Object of research: structural dynamics of the social and economic system of Ukraine in relation to global economic trends. The purpose of the research: substantiation of system changes in the economic mechanism in order to transform it into a mechanism of reconstructive economic development that meets the requirements of introversion, inclusiveness and innovation. Methods of research: logical-historical methodology in combination with structural-functional analysis, vector approach and applied analysis of agrarian, transport, financial and investment economic policy. The results and their novelty: The work substantiates the necessary changes in the operating economic mechanism in order to transform it into a mechanism for the reconstruction of the economy on the principles of introversion, inclusiveness, innovation. Based on proposed general algorithm of the mechanism of reconstruction of the economy, which links the formation of demand and supply into a single coordinated with the monetary and fiscal policy process, the report reveals the features of the specification of local mechanisms of socio-economic development in certain spheres and at different levels of activity, in particular regarding a combination of agrarian and rural development, solving the nutritional problems of the population, financing the development of transport industry and infrastructure. Within the framework of a retrospective study of economic reforms in Ukraine, their historical logic is described as a way of changing the mechanisms of economic development. The peculiarities of the correlation of economic and political transformations on the path to reconstructive economic development are revealed, and the necessity of transition from dominant universalism in economic policy to the evolutionary-institutional paradigm of management of economic development is proved. On this basis, the nature of the relationship of the market and the state in ensuring the success of reforms are revealed; the functional division of powers, intentions and actions of the main social actors in this process and the role of institutions in ensuring the interconnection of political and economic transformations are determined. Based on the estimation of dynamics and structure of capital expenditures of the State and local budgets of Ukraine as the main sources of financing of economic development, international comparisons of volumes of state investment in transition economies were carried out, the main weaknesses of the system of planning, selection, financing and control of investment projects carried out, mechanisms for improving the system of planning, selection and implementation of investment projects in the public sector are proposed.
