Essential characteristics of the European security paradigm in the dimensions of establishing a new «balance of power» system in Central and Eastern Europe (CEE) are revealed. The conservative government and the liberal-democratic models of the Slovak foreign policy are analyzed and main foreign policy priorities are identified. The factors and conditions of formation of separatism, peculiarities and specificity of manifestation of separatist tendencies in CEE countries, its impact on national and regional security are revealed. The growth of the threat of secession conflicts and regional separatism in CEE, which can’t but affect the regional security system in CEE countries and the national security of each CEE countries in particular. It's found that one of the major factor of separatist conflicts or trends in CEE strengthening is external support for such conflicts by Russia. A complex study of social and communication technologies of intercultural cooperation between the system of local government and civil society organizations is conducted. Subjects of public relations, who are able to introduce professional standards of creating a compromise communicative reality are identified categorically. The criteria of social and communication technologies of optimization the intercultural cooperation between the system of local government and civil society organizations are found. Global civil society as a special subject on the global political scene is analyzed.
