It was shown that fully-dielectric metamaterials compared with metal analog can support a resonant trapped-mode regime with unprecedented quality factor and demonstrated a low level of losses. The algorithm for solving diffraction problems on metasurfaces, which is based on the pseudo-spectral time-domain method, was complemented the corresponding models of the active material, specifically, on the basis of the Maxwell-Bloch equations. The possibility of amplification of light during its interaction with active resonant metasurfaces have been theoretically proved and the nonstationary effects of the formation of scattered light by such interaction has been investigated.
