The object of the research is activity in the field of customs control during passenger movements through the air waypoints. The purpose of the work is to develop a mechanism for risk analysis for use at the customs control of passenger movements through the air waypoints. Methods of research - a method of synthesis and analysis, generalization, abstraction, dialectical knowledge (for the formation of theoretical basis of research); a method of comparison and an integrated approach. The scientific novelty of the work consists in determining the peculiarities of the organization of the process of customs formalities on air transport, assessment of the process of exchange of preliminary information, characterization of security aspects and major threats to the organization of international passenger transport on air transport, determination of organizational and information and technical requirements for the mechanism of risk analysis for use at the customs control of passenger movements through aviation checkpoints. According to the specification, the main aspects of the essence and role of preliminary information in the customs control system were analyzed, the domestic regulatory framework of the organization of customs control over passenger movements through the air waypoints was analyzed, the organization of the implementation of customs formalities on air transport was analyzed, international approaches and recommendations for risk analysis were researched. during the movement of passengers by air transport, organizational and administrative and information technology the requirements for the risk analysis mechanism for the use at the customs control of passenger movements through the air waybills.
