AUTOMATION, PREVENTION AND COUNTERACTING CRIMINAL OFFENSES, CUSTOMS CLAIMS, DIRECTIONS OF IMPROVEMENT, SOFTWARE AND INFORMATION COMPLEX, ACTIVE SYSTEM Object of research - public relations in the field of control over the movement of goods and vehicles of commercial purpose through the customs border of Ukraine. The purpose of the study is to develop new and improve existing mechanisms for preventing and counteracting the movement of goods and vehicles of commercial purpose through the customs border of Ukraine in violation of the requirements of the Ukrainian legislation on the issues of state customs business. Methods of research - dialectic, system analysis, structural-functional, logical-legal, comparative-legal, historical-legal, sociological, statistical, modeling, legal forecasting. Existing international and foreign mechanisms for preventing and counteracting customs offenses are investigated and summarized; for the first time the classification of key areas for improving the system of prevention and counteraction to the illegal movement of goods and vehicles through the customs border of Ukraine was carried out. On the basis of the analysis of existing software and information systems used by DFs in the field of counteracting customs offenses, the necessity of automating certain procedures for counteracting customs offenses by defining existing software and information systems and creating a new one is determined and theoretically grounded. The list of data to be processed by such a complex and modules, which will allow the search and systematization of information according to the given data, is determined. The implementation of proposals will be the basis for: providing a technical task for the development and implementation of an informative, convenient, fundamentally new software and information complex (based on the ASMO "Inspector") for collecting, collecting and processing information on violations of customs rules; Significant reduction of the time spent on drawing up by the officials of the DHS customs offices protocols on violation of customs rules and other procedural documents; Avoid re-entering information contained in protocols on violation of customs rules; accelerating the search for data on detected offenses and their withdrawal in a way that is convenient for viewing and conducting analytical and research work; improving the process of generalization, studying the methods and mechanisms for committing violations of the legislation on state customs matters and seeking ways to prevent such violations in the future; the discovery of the possibility of creating a number of electronic risk profiles. Significance of the study is added by the substantiated conclusion that the introduction of the proposed changes to the functioning of the PIC and the creation of a new software and information complex on the collection, accumulation and systematization of information on PMP will ensure the efficiency and effective interaction at the interstate and interdepartmental level, optimize the work of the user in the development of reports , will allow for a more objective analysis of statistical data over a longer period. This, in turn, will enable to identify and predict trends in the development of negative or positive processes, both in the implementation of the powers of the DFS in the field of foreign affairs in the prevention and counteraction of customs offenses, in particular during the conduct of proceedings in relevant cases, and in the improvement of intra-governmental management activities.
