AUTOMATION OF CUSTOMS PROCEDURES FOR WATER TRANSPORTATION, PORT COMMUNICATION INFORMATION SYSTEM, INSPECTOR PIC, SOFTWARE MODULE "SEA PROTECTION POINT" The object of the study is the procedures for customs control and customs clearance of water vehicles and goods moving by them at checkpoints across the state border of Ukraine. The purpose of the work is to develop proposals for the automation of customs control and customs clearance procedures for water vehicles and goods transported by them at checkpoints across the state border of Ukraine. Methods of research - a method of synthesis and analysis, deduction and induction, comparison, generalization, abstraction, dialectical knowledge (for the formation of theoretical basis of the study), the method of comparative legal knowledge (for the analysis of the norms of domestic customs legislation on the studied issues). The domestic legal and regulatory framework on customs control and customs clearance of water transport vehicles and goods moving at border crossing points across the state border of Ukraine has been investigated, and its main issues are outlined. The foreign experience of automation of the implementation of customs control and customs clearance procedures for goods transiting through the customs border by water transport vehicles is systematized. The peculiarities of customs control procedures and customs clearance of water vehicles are analyzed and the characteristics of the current state of their automation are described. The problematic aspects of the application of the Information System of the port community as an automated complex for the implementation of customs control and customs clearance procedures for water vehicles were determined. The program module "Maritime checkpoint" was developed on the basis of PIC "Inspector", which reflects the integral complex of procedures for customs control and customs clearance of water vehicles and goods moving by them, and should combine the capabilities of PIC "Inspector" and the EAIS and provides for the use Automated Risk Analysis System (ASAUR). The proposals on improving the regulatory and legal regulation of issues of implementation of customs control and customs clearance procedures for water transport vehicles and goods transported through the state border of Ukraine through the development of projects of the relevant legal acts and accompanying documents to them are worked out. Implementation of the results of NNTP will enhance the efficiency of customs control and customs clearance procedures for water vehicles and goods moving at border crossing points across the state border of Ukraine and will facilitate the approximation of domestic customs practice to international standards.
