Methods of research were field and laboratory studies of parameters for the environmental risk assessment system creation. Inventory of input parameters was performed and a base of empirical data (for Kharkiv and Dnipropetrovsk regions) on modern natural and technogenic disasters (accidents) was formed. Criteria and parameters for a system for assessment of environmental risks and environmental and economic efficiency of measures to eliminate the consequences of natural and technogenic disasters (accidents) were defined.
