The purpose of the work is to identify natural-geographical, demographic, socio-economic features of Pervomaysky district of Kharkiv region, and scientific justification of the formation united territorial communities in the current conditions of decentralization in Ukraine. Methods of the research are comparative-geographical, cartographic, analysis, synthesis, classification, typology. Features of the human-geographical position of Pervomaisky district have been analyzed, its demographic potential has been defined in the context of the formation united territorial communities. It was established that unfavorable demographic situation is characterized for the district on the whole. It creates real threat for the labor market. The forecast of the district population was made till 2024 by the pessimistic and optimistic scenario. It was determined that depopulation tendencies will be preserved in the region under any conditions. The features of the social infrastructure of Pervomaysky district have been defined, in particular the placement features of educational, cultural and health care institutions. It has been established that secondary schools are filled on average 30%; the cost of retention of one pupil exceeds the average regional index. However, the further closure of small-scale secondary educational institutions in the district is inappropriate, as it will lead to social degradation of the rural area. It is necessary to develop a program for loading "free premises" of the cultural institutions. Localization of the health care institutions ensures provision of medical services to the population at the appropriate level. It has been established that the main branch of the economy of Pervomaysky district - agriculture - has a rather high level of development (in particular, plant growing), providing basic needs of the population in food products and having considerable potential for products sales outside the district. It is expedient to develop farming, which will increase the economic stability and independence of peasant farms, create competitive environment in agribusiness. The strengths and weaknesses of the socio-economic development of Pervomaysky district have been determined. The strong sides of the socio-economic development of the district are: developed agriculture, deficit-free budget of the district and budgets of all village councils. The weaknesses include non-diversified structure of the economy with the dominance of the agrarian sector, the narrow specialization of agriculture, decline of the social sphere due to the long demographic crisis and the crisis in the economy. Two variants of formation the united territorial communities (UTC) have been offered within the boundaries of Pervomaisky district: 1) UTC containing the city of Pervomaisk and 18 village councils of the district that corresponds to the Perspective plan of the formation communities territories in Kharkiv region; 2) UTC consisting of 18 village councils in the district without inclusion the city of Pervomaisky as a city of regional subordination. Their advantages and disadvantages were analyzed for each of these options. The results of the work can be used by the state authorities and local government of Kharkiv region and its administrative-territorial units for justification the formation of the united territorial communities and analysis their socio-economic development.
