Purpose - development of the parameters formation theory of therapy devices with electromagnetic fields complexes. Existing electromagnetic fields therapy devices are used on the basis of experimental field parameters selection, which led to a large number of therapy devices types and lack of common approaches to their development. There are special prospects for the small radiation power therapy. To substantiate their effect in work, the effects of the electromagnetic fields action on the quantum-mechanical level and on the cell level are analyzed. The new approach based on a systematic approach was proposed, when living matter is considered as a dynamic self-regulating system, external influence can lead the system to equilibrium in case of self-regulation mechanisms violation. This approach allowed the requirements formation of the electromagnetic fields parameters. It is shown that the field strength is not essential for the therapeutic effect.
