The concept and methodical tools for a comprehensive analysis of the innovation activity in Ukraine with the involvement of both "traditional" statistics and new indicators were developed. The new indicators were calculated based on data from national innovation surveys. The innovation activity of different economy sectors was analyzed according to the methodology of the EU community innovation surveys. The conceptual foundations of Ukraine's integration into European research and innovation area were improved, and specific recommendations for stimulating the process were developed. Special attention in the report was paid to issues of harmonization of innovative and other policies, including industrial, social and etc. It is shown that in the case of "autonomous" implementation of any policy, the integrity of the public administration system is violated by socio-economic processes, which lead to decreasing of overall efficiency of public policies.
