The methodology and system approach to decision making support (DMS) on the basis of evaluation and improvement of the consistency of expert estimates, the calculation of the weight of the elements of hierarchical and network models are proposed, taking into account these estimates presented with fuzzy matrixes of paired comparisons and inversely symmetric matrices of paired comparisons of the general type, which will increase the reliability of the solution results of DMS problems in complex weakly structured systems. Through the developed toolkit for modeling a strategy of disaster and terrorism mitigation in a situational and analytical center created within the NATO G4877 project "The modeling and mitigating disasters caused by catastrophes and terrorism", monitoring of detection and response to social disasters and terrorism acts is carried out.
