The main threats and risks in the context of violation of the principles of social justice are revealed and systematized. The method of measuring risk levels in relation to HPE is developed and tested. The main ways of solving housing problems, ensuring efficient employment and decent wages, activating entrepreneurship and ensuring the participation of civil society in preventing social injustice in the realization of the rights of HIP are systematized and substantiated. The proposals and recommendations for raising the level of social justice in the formation of the state policy concerning internally displaced persons are substantiated.
