The purpose of the work is to develop a conceptual framework for regulating the development of the financial system of Ukraine in a changing economic environment. Methods of research - abstraction, systemic and synergetic approaches, analysis and synthesis, deduction, induction. The results of the research work and their usefulness is to substantiate the theoretical and methodological principles for regulation of the financial system development and its individual components during the period of market transformation of the Ukrainian economy. In particular, the scientific and methodological approach to the assessment of the direction of budget policy and also the theoretical and methodological principles of ensuring the growth of financial potential of territories were improved; features for reforming the local budgets in terms of the implementation of budget decentralization were defined; the necessity of reforming the pension system of Ukraine was substantiated; the theoretical basis for the development of the securities market in Ukraine has been improved; the theoretical approaches to understanding the essence and role of financial security of households and economic entities in ensuring financial security of the state were improved; the theoretical and organizational basis for the development of Ukraine's insurance market at the expense of improving the management of the activities of the insurance company was further developed and the theoretical and methodical principles for regulating the activities of business entities were analyzed. The results of the research have been implemented in the educational process of Oles Honchar Dnipro National University while developing the training and methodology complex and teaching the disciplines "Budget System", "Budget Management", "State Financial Policy", "Tax System", "Financial Services Market", "Strategy for Forex Trading", "Insurance Underwriting", "Insurance Management", "Finance", "Financial Security", "Financial Control". Also, the scientific results were introduced into the activities of the Department of Finance of the Dnipropetrovsk Regional State Administration, the Department of Economics, Finance and City Budget of Dnipro City Council and the Private Production and Commercial Company "Brekker".
