The institutional structures and functions of state management of physical culture and sports of youth are investigated on the basis of comparative analysis and periodization of its organizational and legal support. Strategic directions have been determined and a structural and functional approach to the formation of mechanisms for state regulation of the quality of the development of physical culture and sports of youth based on the standardization and unification of quality management processes has been justified.
