The goal of the SRW is to improve the processes of providing potential users in Ukraine with information resources of scientific, scientific and technical, innovation and technology transfer, which are generated in UkrISTEI, as well as scientific and educational resources of open access. Taking into account the purpose of the research, the following main tasks were performed: the electronic system of remote registration of theses has been developed and implemented for approbation; the draft of the Procedure for state registration and accounting of open scientific and technical works and theses has been prepared for approval, the form of the registration card of the dissertation has been improved and coordinated; the instruction letter of the Ministry of Education and Science of Ukraine No. 6.5-1942 dated 21.11.2017, which all specialized scientific councils of scientific institutions and universities are informed regarding the work of the new system, has been approved; the foreign experience of the organization and functioning of science-based bases has been studied, and laid the foundation for the elaboration of practical proposals for streamlining scientific electronic resources and the creation of a national repository of academic texts. Based on the accumulated experience of similar domestic and foreign systems of electronic archiving of scientific developments and their provision in open access, as well as solutions proposed by experts, proposals are being prepared that will be implemented when creating NRAT; the improvement of the integrated interstate electronic platform was continued for providing comprehensive support to entrepreneurs in Ukraine and other countries in promoting innovation on the domestic and international technological market; the Ukrainian and foreign experience of conducting patent and market research, the existing legislative and regulatory framework was studied and analyzed. Methodical recommendations were prepared taking into account the existing legislative and regulatory framework; various methods of evaluating competitive works and the requirements of the organizers of competitions have been studied, the experience of conducting similar events has been systematized, consultations with experts have been conducted. The criteria for selection of applications in the competition of start-ups are developed, and the method of their evaluation; the program complex of automatic formation of information-aggregated information from the Internet was designed, as the first link of its own subsystems, to increase the efficiency of the scientific activity of employees by centralizing the necessary information.
