The aim is to create an environmentally sound technology for layer development of soil using a special excavation machinery for land reclamation when constructing and repairing oil and gas pipelines. Scientific approaches have been formulated to elaborate a project of environmentally friendly layer development of soil when repairing pipelines. A creative model has been developed to implement an environmentally sound technology for land reclamation when constructing and repairing oil and gas pipelines and their breakdown elimination. The system of criteria to evaluate the effectiveness of project management based on the integration of criteria for project management efficiency with the criteria for environmental safety has been developed. When combining the layout diagrams and design of special earthmoving machinery there appeared a necessity to find the centre of machinery pressure on the soil within the intersection point of the work equipment abutment.
