The object of the research is the activity of the executive authorities and local authorities as to the implementation of a complex of measures for the protection of the population under the conditions of the ATO in the east of Ukraine. The subject of the study is the current normative legal acts on the question of the protection of the population that regulate the activities of the executive authorities during a special period, in particular, during the conduct of hostilities. During the research, an analytical method of research was used. In this work analytical researches were conducted of: - domestic and international documents and information sources in the field of protection of civilians from dangers of war nature and helping them to eliminate the immediate consequences of hostilities or disasters and to create the conditions necessary for survival; - materials as to the organization and practical implementation of civil protection measures in Luhansk and Donetsk regions in the ATO area. Recommendations are developed for executive authorities and local authorities concerning the organization and implementation of measures to protect the population in a special period and military-political conflicts. The results of the work will be used by: SES of Ukraine specialists to improve the legal framework for protection of the population during a special period; executive authorities and local authorities as to the organization and implementation of measures to protect the population from the dangers of the military character and during the liquidation of the consequences of emergencies caused by the use of weapons in conditions of a special period and military-political conflicts.
