The purpose of the study was to study the physical state of the photospheric and chromospheric layers of the solar atmosphere before and during outbreaks in order to study the conditions of their origin and development. Combining the capabilities of a large high-altitude telescope and spacecraft in studies of solar activity. Research methods: development of modern technical means for analyzing the solar atmosphere, processing observations of solar flares in a network of ground-based observatories together with space solar observatories; registration and analysis of the physical state of the photosphere before the solar flares and at their initial stage; experimental and theoretical studies of the spectrum of active phenomena of the photosphere and the chromosphere. Research results: the optics of the solar telescope ACU-26 were corrected; the hardware-software complex of control and guidance of the telescope has been improved; improved H monitor-telescope. A three-channel imaging system is established on a mirror slit, which allows to obtain images of the region of the Sun, on which the telescope is directed in the line of calcium K, hydrogen Н and in "white light". Flares were investigated in a large range of heights in the solar atmosphere (from the temperature minimum to the corona). The physical state of the photosphere before solar flares and in their initial stage on the basis of the observational data of space and terrestrial observatories was investigated. Theoretical calculations have been carried out - modeling the formation of lines in the solar atmosphere and the accuracy of measuring Doppler velocities with their help has been analyzed.
