The organizational and institutional principles of reforming the health care system, education, culture and social protection in the context of the implementation of sectoral decentralization reform are substantiated. The matrix of the distribution of powers between the state, regional and local authorities for the development of social infrastructure has been formed. The analysis of financial support, level of implementation and cost of regional target programs of social direction, as well as micro-projects and other financial instruments supporting the development of social sphere OTС is made.The mechanism of distribution of powers and financial resources in the system of social protection is characterized and the main risks of a decentralized system of social protection of the population are defined in terms of providing social services at the level of OTС. The proposals on improving the quality of educational, medical and other services of the social sphere of territorial communities and improving the efficiency of their financial support are formulated.The purpose of the study is to substantiate the conceptual foundations of social sphere development in the conditions of decentralization of power and to develop proposals for improving organizational and economic mechanisms for its functioning at the level of territorial communities.
