The scientific and methodological provisions regarding the formation of the national priorities of the transformation of the social protection system and the mechanisms for their implementation at the local level were researched and developed. The institutional, organizational and financial basis for the transformation of the social protection system was structured. The strategic orientations of the development of social protection at the national and regional levels were identified. The integral role of the social protection system in terms of providing social guarantees to every citizen of the implementation of his/her right to health was defined. This made it possible to substantiate the expediency of introducing the principles of health insurance in the field of health care for the proper medical care of the entire population of the country. The organizational and financial mechanism for the functioning of health insurance was developed. It includes a complex of methods, tools and levers for the formation and effective use of financial health resources. The functional model of the social protection system of mobile categories of the population was developed. It covers three levels: 1) the social protection system of general action; 2) the social protection system of mobile categories of the population in the state (internal vector); 3) the social protection system of mobile categories of citizens abroad (external vector). The mechanisms and tools for providing social protection for mobile categories of the population were substantiated. Mechanisms are characterized by groups of administrative, regulatory, socio-economic, monetary-financial, socio-cultural and informational.
