The purpose of the work is to develop principles for creating a comprehensive system for forecasting the radiation situation in the agro-sphere, monitoring, radiation quality control, planning and carrying out countermeasures in order to significantly increase the level of readiness for response to severe radiation accidents. Method of research - mathematical modeling of radionuclide migration processes in components of the environment and food chains; geoinformation analysis methods using geoinformation systems; statistical methods of generalization of the obtained results. Results and their novelty. The methodology of creating a comprehensive radiation forecasting system, monitoring of agrosphere and radiation control of product quality has been proposed and substantiated. The comprehensive system includes a set of subsystems: preventive radioecological zoning and assessment of the territory, geoinformation modeling of the radiation situation, monitoring of the agrosphere and quality control, information databases. The principal distinction of the developed monitoring methodology is the preventive (before an accident) conducting a targeted study from the point of view of agricultural radioecology of the territory that can be subjected to radioactive contamination after a severe accident at the nuclear power plant. The stage of preventive preparation is completed by the creation of a radioecological model of the territory using GIS technologies, cartographic layers and the database of parameters necessary for quantitative modeling of radiation formation processes, which prevents the formation of a significant part of the human radiation dose. The possibility of using the developed methodology for organizing and monitoring agrosphere and quality control of agricultural products is estimated on the example of two test sites in Ukraine and Japan. Significance of work and conclusions. The methodology for creating a comprehensive system of radiation situation forecasting, agrosphere monitoring, radiation control of the quality of agricultural products and planning of countermeasures is designed to ensure the adoption of operational measures to protect the population in the event of possible communal radiation accidents. One of the main tasks of the methodology is to prevent the production and consumption of products exceeding the norm for radionuclide content. Based on the data of the model forecast, an optimal network of radio-ecological monitoring of agricultural production in the contaminated area could be formed. The proposed methodology of monitoring agricultural products allows to determine the order of its implementation and optimally allocate its volumes, to develop a program of application of countermeasures and to monitor the effectiveness of the decisions made. The proposed approach allows to establish preventively the maximum concentrations of soil and agricultural pollution for each specific radio-ecological region of Ukraine, which would ensure that the limit of the dose of the population in radioactively contaminated territories is not exceeded (radioecological normification). Scope of application. The general methodology of organizing radio-ecological monitoring of agricultural production areas contaminated as a result of a nuclear accident at the nuclear power plant and the control of the quality of products on them can be used as an integral part of the emergency preparedness system (to form a network of radio-ecological monitoring, taking into account the presence of critical areas of the radioactive contaminated territory, as well as for the planning and optimization of countermeasures) and emergency response systems (for operational forecasting the consequences of the radiation accident at different stages).
