The development of budget relations takes place in a transformational transformation of the economic system, which is a prerequisite and at the same time the object of their influence. In order to increase the effectiveness of the budgetary system's impact on the country's socio-economic development, it is necessary to ensure that measures are implemented to increase the level of budget balance and the efficiency of the use of budget funds. Among the urgent tasks is the improvement of inter-budgetary relations, high-quality execution of budgets of all levels, effective financial control, and ensuring the stability of the budget system. The current global financial crisis, the impact of external and internal externalities revealed the ineffectiveness of existing institutions of fiscal policy in ensuring the stability of the functioning of the domestic budget system and identified the need for its modernization in all its components. The peculiarities of the structure of the conducted research are the study of the evolution of scientific views on the problems of budget policy, the theoretical basis of the development of fiscal policy in the conditions of economic globalization and post-crisis transformations, and the stages and directions of the transformation of Ukraine's fiscal policy, its institutional architecture in the conditions of economic globalization and global convergence. The research structure envisages the elaboration of a large number of materials from the State Statistics Service of Ukraine, Eurostat, IMF statistics. The research structure provides an analysis of the effects of the processes of globalization, military conflict on the budget policy of Ukraine. The research structure determines the methods and directions for improving the management efficiency of accumulation and spending of budget funds and its influence on the efficiency of functioning of the budget system of Ukraine; the positive and contradictory consequences of the coordination of the national budget policy with the requirements of international financial institutions are analyzed. The peculiarities are a deep analysis of the indicators of Eurostat, the countries of the European Union, the analysis of the monitoring indicators of international financial institutions, the assessment of globalization processes and convergence processes.
