The object of the research is the process of controlled modernization of the power industry of Ukraine in the conditions of unstable economic recovery and limited access of the country to the world financial markets. The purpose of the study is to substantiate the optimal combination of financial and fiscal instruments, which will contribute to the achievement of positive macro- and microeconomic effects of electricity modernization for investors as well as for society and the state as a whole. The research was conducted using the following methods: analysis, synthesis, generalization, classification - for processing empirical data; comparative legal method - to assess the legal basis; heuristic methods - for the development and justification of proposals. Main results and their scientific novelty: For the first time: a classification group of promising financial instruments (for example, a valuation of assets) has been proposed; developed a methodology for the integrated assessment of the impact of alternative energy on the environment in a non-stationary economy. Improved: the mechanism of accumulation of financial resources for the modernization of the power industry with the use of specific financial instruments ("energy" bonds and target bank accounts of accumulation of the depreciation fund of the complex enterprises); the mechanism of the escalation of alternative energy development through the transformation of the "green" tariff; TIMES-Ukraine model by a set of specific financial and fiscal instruments. Further developed: recommendations for improving the forms of primary observations and statistical bulletins in the field of electric power industry; Proposals for the revision of regulatory acts to improve the policy in the field of electricity. The key difference between the proposed theoretical propositions and practical recommendations is their conformity to the realities and needs of domestic practice. The results of the work are intended for use in the electric power industry, first of all, by the central authorities of the state. The conducted research has shown the need for immediate state intervention in the process of technical and technological updating of fixed assets of electric power industry. Available generating capacities do not meet the existing needs either in terms of efficiency or cost of production, or in terms of environmental sustainability, and in the coming years (with the expiration of the resource of nuclear power plants) - and by volume of production. Without the development and implementation of relevant government decisions, the industry will rapidly decline.
