They define the basic principles on which the legal system of the state is based. The inconsistency and contradictory nature of the changes introduced into the Criminal Code of Ukraine and the mistakes of enforcement arise in connection with the fact that there is no single concept (the "dynamics of criminal law"), in which the provisions of the science of criminal law, criminal lawmaking and the application of the rules of criminal rights would operate together, proceeding from each other. The theoretical principles of criminal lawmaking are proposed, which cover the existing criminal policy of Ukraine, the doctrine of criminal law and the practice of a criminal law application, the combination of which is a guarantee of the proper quality of the criminal law. Separate results of the research have been practically implemented.
