The aim of this work is to estimate the parameters of wave processes in the ionosphere using the incoherent scatter radars and the ionosondes at the Ukraine and EISCAT in quiet magnetic conditions and during the space weather variations. Research methods are the radiophysical methods of the remote sounding: incoherent scattering of radio waves and vertical radio sensing. Joint studies of processes in the mid-latitude and high-latitude ionosphere with the incoherent scatter radars and ionosondes of Ukraine and EISCAT have been carried out. Time variations of the critical frequency of the ionospheric F2-region foF2 over Kharkiv and Troms? near the autumn equinox period are analyzed. It is shown that the pre-sunset maxima of the foF2 took place in both regions, while the pre-sunrise minimum of the foF2 was clearly observed only in Troms?. The wave processes were detected in the period of a strong geospace storm of September 7 - 10, 2017. Their amplification occurred in the altitude range of 100 - 400 km both in the mid-latitude and high-latitude ionosphere. To establish a clear correlation between the parameters of moving ionospheric disturbances and variations in global indices of magnetic disturbance, it is necessary to continue systematic joint observations and to include the data of magnetometers located at high latitudes in the geographical longitudes close to Kharkiv and Troms?. The diurnal-seasonal variations of the electron density in the mid-latitude ionosphere during the period of solar activity decline were investigated. In all seasons in the F2 layer of the ionosphere during the decline of solar activity, the prevailing waves with an average period from 150 to 260 minutes were manifested. Their duration in different seasons was 13 - 17 hours. The results of this research work can be used in fundamental studies of solar-terrestrial relations and near-Earth environment, as well as for solving applied problems connected with taking into account the effects of wave processes in the ionospheric plasma on telecommunications and the operating satellite facilities in open outer space.
