The purpose of the work is to develop a methodology for the construction of promising information and telecommunication networks with a given level of stability in the conditions of cyberattacks, which will allow to provide information processes in the Ministry of Defense and the Armed Forces of Ukraine. Methods of research - the theory of percolation, graph theory, the theory of simulation. The research was conducted on the basis of open scientific sources and materials. During the work the theoretical estimation of the reliability of the existing ITN was performed, the method of assessing the reliability of ITN with the given stability level was developed, the method of comparative estimation of integrated computer networks, which was obtained as a result of connecting local segments of ITN to telecommunication networks of general use with the help of various telecommunication providers services, a way to ensure the reliability of ITN during operation by choosing the most resistant to the intentional and unintentional obstacles to the alternative version of information forwarding, three variants of a way to increase reliability of ITN in conditions of intentional influence by the intruder's input in relation to the existing ITN structure have been developed. The results of the research work are intended for use in the information-analytical unit of the Information Technology Management Department of the Ministry of Defense of Ukraine.
